New Jersey Requires Health Insurance and Medicaid Coverage for Testing of COVID-19 and for Telemedicine and Telehealth During COVID-19 State of Emergency

What: On March 20, 2020, Governor Phil Murphy signed legislation requiring coverage for expenses incurred for:
  • Testing for COVID-19 which is ordered by a licensed medical practitioner, and
  • The delivery of health care services through telemedicine or telehealth.
Coverage must be provided to the same extent as for any other covered services, except that no cost-sharing may be imposed on the coverage provided under the law.

Who: The law applies to health insurance carriers (insurance companies, health service corporations, hospital and medical service corporations, health maintenance organizations), the State Medicaid program and NJ FamilyCare program as well as the State health Benefits Program and the School Employees’ Health Benefits Program. 

When: Effective immediately for all health benefit plans currently in effect in the state of New Jersey or that are delivered, issued, executed or renewed on or after the effective date of this legislation.

The requirements of the law will remain in effect during the Public Health Emergency and State of Emergency declared by the Governor.
