Applications must be submitted at least one business day prior to the requested effective date in order for the effective date to be honored.  Any application received after the deadline will have to wait until the next available effective date.

ID cards are sent to new members approximately 2 weeks after an application has been received.  In the event that a member requires medical attention prior to receiving an ID card, a copy of the Individual Application may be used as proof of insurance.  Members can verify coverage by calling the Horizon BCBS of NJ Individual Department at (800)355-BLUE.

Note that Indemnity plans may become effective any day of any month.  HMO plans, however, may only become effective on the 1st or the 15th of the month.

Upgrading and Downgrading Coverage

In order to upgrade your coverage, your application must be submitted during the month of November, which is the annual Open Enrollment Period defined by the state of New Jersey.  The upgraded plan change will go into effect on January 1st of the following year.  Due to New Jersey state law, upgrades in coverage cannot be processed as of your renewal date.

Members can downgrade coverage during any month of the year.  Changes will go into effect beginning with the next billing cycle (i.e., the first of the month).

Please note that Horizon BCBS of NJ will allow members to convert from an Indemnity plan to an HMO plan as long as the HMO plan rate is less than the existing Indemnity plan rate.  This type of change may be done in any month.
